§ 51.04. NOXIOUS MATTER.

No person shall be permitted to deposit among his or her refuse or waste any matter of noxious kind which may constitute a potential danger to life or property and the contractor may refuse to collect any such noxious matter and prohibit the deposit of the same at the site.
