- Every person who in any case, or under any circumstances not otherwise especially provided for, shall willfully resist, delay or obstruct a public officer in discharging or attempting to discharge a duty of his or her office shall be guilty of a misdemeanor.(Ord. 103, passed 8-11-1950) Penalty, see § 10.99
